Funds may be placed on an inmate's account by accessing https://team3.inmatecanteen.com/#/ and choosing McDowell County Detention Center. Funds may also be added to an inmate's account using the kiosks located in the Sheriff's Office lobby available 24 hours a day. 


Convenience fees do apply to transactions. Inmate's can receive test and email messages from friends and family using the same https://team3.inmatecanteen.com/#/ website at rates cheaper than a postage stamp.

How do I schedule a video call with an inmate?

All inmates can make outside calls to approved family and friends. Families/Friends can create an account and schedule their visits  by calling 1-800-943-2189 or visiting the website: videovisit.ncic.com (link below)              No incoming calls can be received.

Inmate calls (local and long distance) are billed at a per-minute rate, with no connection fees. International calls are also billed at a per-minute rate.

Three-way calls are prohibited.

Inmate Mail

  

Beginning July 1, 2026, all inmate mail must be mailed to the following address utilizing existing McDowell County Detention Centermail rules:

In an effort to keep contraband out of the Detention Center,the McDowell County Sheriff’s Office is implementing a new system for sending documents, photos and mail to inmates.  

If you wish to send documents, photos, and mail to inmates, we now have a quicker and more efficient method using our Inmate Messaging system where you go to  www.NCIC.com and set up an account. You can then easily send messages to an inmate for instant delivery. You can also take a picture of any document and attach it to these messages. Letters are only $0.25 per message, and Picture Messages / Documents are only $0.35 per picture. This is much cheaper than postage, envelopes, and the time it takes to mail a letter, and the inmate will receive the message and/or picture instantly.  

There will be no limits on how many messages and photos you send to the inmates.

“WARNING”

Any mail sent to the Facility Address for processing will NOT be returned or released. Once the mail is processed and received electronically by the inmate, it will be destroyed; this includes pictures or anything else mailed to the processing facility. By sending the mail to PO Box 591, Longview, Texas 75606, you agree to the items being destroyed and understand that anything you mail to PO Box 591, Longview, Texas 75606 will not be returned or reimbursed.

  

  • All envelopes and mail must include the inmate’s name, Sheriff’s Office, booking number, and a return address. The facility will accept only  mail within 8.5 inches wide x 11 inches tall. 


  • Mail sent to inmates must contain NO MORE THAN 5 PAGES.  Anything over five pages will NOT be sent to the      inmate and returned to the sender. 

 

  • The scanner will enter all mail into the system front side only. Do NOT write on the back of pages. Any correspondence with writing on the back will be      returned to the sender.  


· Inmates may receive a maximum of 1 photo per mailing. If more than one photo is mailed, we will return the entire letter to the sender, and nothing will be scanned in or delivered to the inmate.


  • We will accept no legal or medical mail. You must send legal and medical mail to the facility where the inmate is housed following Dallas County Detention Center Mail Guidelines.


  • No   magazines, newspapers, bulk mail, or books will be accepted at PO Box 591,  Longview, Texas 75606, and returned to sender. You must send these items  to the facility where the inmate is housed following the Dallas County Detention Center Mail Guidelines.

  

Once the mail is received for processing, our team will scan it in at the central processing location and then be sent to the inmate electronically via the same messaging system referenced above. The inmate can then view it on the kiosk in their cell.

There will be no exceptions for receiving mail that does follow the above guidelines.
